Not included in the green card code catalog:Non-green-card (non-LPR) status record

The original wording in the AFM historical table is seventh-preference “Conditional entry” (conditional entry under the former law before 1980-04-01). Conditional entry itself is not permanent resident status; when such persons apply for LPR status today, the adjustment code designated in the USCIS Policy Manual, Volume 7, Part L, Chapter 2, is P7-5. It is therefore not included in the green card code directory.

The code's presence in official materials proves only that the code exists; it does not indicate whether the pathway is open.

Underlying pathway status

Non-green-card / Unverified

Records involving non-permanent-resident status, mismatched sources, or matters not verified in official materials; this does not mean “nonexistent.”

Not all of the following working fields have completed legal review. See the newly added verification for the current status of the pathway; unverified fields, such as translated names and legal authorities, are not thereby elevated to verified status, nor does this constitute individualized legal advice.

Verification of a Newly Added Pathway:Not LPR / unverified

Records involving non-permanent-resident status, mismatched sources, or matters not verified in official materials; this does not mean “nonexistent.”

11General Limitations for Existing Holders

  • Conditional entry itself is not permanent resident status; a separate adjustment under refugee procedures (adjustment code P7-5) is required to obtain LPR status. This is not a marriage-based conditional green card under INA 216, and removal of conditions through I-751 does not apply.
